Jubilee USA Network Jubilee USA Network Records 33 linear feet; 24 boxes This collection contains the records and collected reference of the Jubilee USA Network, formerly known as Jubilee 2000/USA. 360 English Historical Note The Jubilee International Campaign began in 1990 as a meeting of 10 students at Keele University in the UK. With a goal of ridding the impoverished countries of the world of the "odious debt" to prosperous countries, the movement spread across the globe. The name of the group came from the Hebrew idea of Jubilee - which requires freedom for those enslaved by debt - and the original goal date being the Jubilee Year: 2000. Focusing on effecting policy and change regarding debt held by third world countries, the organization has four principal tenets: 1. Implementing responsible borrowing and lending and expanding debt cancellation for indebted poor countries 2. Promoting real tax reform by closing tax loopholes and curbing tax havens, which would raise revenue for the Global South and help to foster a more sustainable future 3. Establish an International Bankruptcy Process 4. Reform International Financial Institutions to be more accountable and transparent The Jubilee USA Network was founded in 1997 as Jubilee 2000 USA, the arm of the international campaign focused on influencing policy in the United States, with a particular focus on the United Nations, the World Bank (WB), and the International Monetary Fund (IMF). The group quickly attained and maintained a national support network and influence, including receiving endorsements from the Clinton and G.W. Bush administrations, among many other national celebrities and political leaders. In fact, President Clinton wrote a personal letter of support to the cause of Jubilee 2000 USA, which is contained in these records. Of the many conferences and events that the office planned or attended, their April 9th Mobilization and rally effort in Washington DC in 2000 seems to have been the most comprehensive. Despite much public endorsement, the Jubilee year of 2000 came without the intended result of eliminating all "odious" debt in the world. After reflection and reorganization, the Jubilee 2000 USA office became the Jubilee USA Network, still a part of the international campaign. As of 2013, Jubilee USA had 75 organizational members, 250 faith community members, and 50 global partners. Though the main office resides in Washington, DC as a lobbying and organizing hub, the network spans the United States through regional offices. They have been instrumental in attempting to get many pieces of legislation passed, including the Jubilee Act of 2000. Despite bi-partisan support, this piece of legislation has been stalled in committee since 2009. They continue to work for the same debt elimination and relief goals, having won more than $130 billion in debt relief. Scope and Contents Series 1: Administrative documents - These documents consist of the working material from the Jubilee 2000/USA organization, primarily administrative material and some internal correspondence. Subseries 1.1: General - These documents are the primary working documents from the organization, including internal correspondence, some planning materials and meeting minutes, and other administrative miscellany. Personnel information and financial documents have been removed and returned to the Washington D.C. office of Jubilee USA. Subseries 1.2: Jubilee Publications - This subseries includes the pamphlets and newsletters that Jubilee 2000/USA printed and posted during the late 1990s through 2010. There is little evidence to conclude that this is an exhaustive collection of said material, since some years exhibit different structures and printing schedules. Series 2: Outreach and Programming - This series consists of the planning, working, and evaluation documents pertaining to the myriad events, programs, rallies, and conferences that Jubilee 2000/USA coordinated or attended. In all the following subseries, significant portions that contained petitions were returned to the organization to maintain the privacy of the signers. Subseries 2.1: Organizations and Outreach - This subseries includes documentation and correspondence related to the various organizations supporting the Jubilee cause, prospective supporters targeted for outreach, or organizations that were used as avenues for outreach. In addition, the contents also include files and correspondence related to the regional grassroots movements, including grassroots mobilization training files. Subseries 2.2: Conferences and Events - This subseries consists of material related to the events and conferences that Jubilee 2000/USA either attended or planned related to debt relief for highly indebted poor countries (HIPCs). The material includes correspondence, planning documents, and some meeting minutes related to the various conferences and events that Jubilee organized. In addition, the events attended files have memorabilia, correspondence, and notes related to the content of the event. Subseries 2.3: April 9th Mobilization - Due to the significant material related to this one event, a separate subseries was created. Despite shrinking considerably after weeding petition and registration material, the importance of this event to the Jubilee 2000 organization required separation. The material found herein has a similar make-up to that of the conferences subseries, but in more depth as it relates to only one event. In particular, there is significant evaluative information gathered and analyzed as it pertained to the success of the mobilization. Series 3: Reference - This series consists, primarily, of documents related to the debt of impoverished nations and the organizations directly involved. Include are significant numbers of articles, legislative documents, notes, and correspondence related to debt relief and the movement in which the Jubilee organization was a part. Subseries 3.1: General - This subseries consists primarily of chronologically organized articles and news clippings relating to either Jubilee 2000 as an organization or to the debt relief movement. Large numbers of copies have been culled, and some articles have been aggregated based on their dates. However, to maintain original order, those articles that were specifically collected under a subject title have been kept. Subseries 3.2 Legislative - This subseries consists of legislative documents, documentation, and correspondence, particularly relating to the U.S. Congress' actions for debt relief. Moreover, a significant portion contains publications and articles by and about international financial institutions, namely the International Monetary Fund (IMF) and the World Bank (WB). Finally, there includes some guides and reference material specifically related to lobbying techniques. Subseries 3.3 Regional - This subseries consists of articles, publications, and a limited amount of correspondence that relates to those regions most heavily affected by debt and the debt relief movement: namely Africa, Southern Asia, and Latin America. Included are documents related to specific regions, specific countries, and some specific events (Hurricane Mitch in particular) that adversely affected one or more of these regions. Series 4:A/V and Oversize Materials - This small series includes significant numbers of photographs taken by or collected by the Jubilee office. Also collected are some posters and banners pertaining to their various rallies and events. Notably, there is a copy of a House Resolution signed by then President Clinton. Finally, there are a small number of CDs that seem to contain material that duplicates the paper or photographic material. The fifth series, boxes 10-24, is an addendum of more recently received miscellaneous and unprocessed materials not yet integrated into the rest of the collection.
