Records include correspondence, subject files, reports, scrapbooks, photographs, and publications. 10 English Historical Note Conceived as the successor to the National Catholic War Council of 1917, the National Catholic Welfare Council (NCWC) was established by the American bishops in 1919 as the representative organization of the American Catholic hierarchy. Officially defined as the annual meeting of the American Catholic hierarchy and its standing secretariat, the organization established an Administrative Committee to conduct business at headquarters in Washington, D.C. In 1922, the Council was renamed the National Catholic Welfare Conference (NCWC), and reorganized again following the Vatican II Council in 1966, becoming the National Conference of Catholic Bishops (NCCB) and a working secretariat called the United States Catholic Conference (USCC). In 2001, the NCCB and the USCC combined to form the United States Conference of Catholic Bishops (USCCB), consisting of the same staff and continuing the same work formerly done by the NCCB and the USCC. The Bureau of Education, which became known as the Department of Education by 1922, was created as part of the original National Catholic Welfare Council when it was established in 1919. The first episcopal chairman of the Department of Education was Austin Dowling, Archbishop of St. Paul. The first Executive Secretary was James Hugh Ryan, who was also Assistant General Secretary to John J. Burke, founder of the War Council and General Secretary of the NCWC. The directorship of the Bureau was first offered to Francis Howard of the National Catholic Education Association (NCEA) but he declined the post and Edward Pace, an educational theorist and administrator at Catholic University served as Acting Director and filed the first annual report in 1920. Arthur Coleman Monahan became the first director from 1921 to 1922 and was succeeded by Francis M. Crowley who served from 1924 to 1929. The Department of Education worked in such close collaboration with the National Catholic Education Association (NCEA) during its early decades that both organizations were directed by the same person simultaneously from 1929 to 1966. George Johnson led both from 1929 to 1944, and Frederick Hochwalt from 1944 to 1966. Thereafter, Hochwalt continued at NCEA while James Donahue took over the Education Department. Initially, the Bureau's primary function was to collect information on proposed education legislation on the state and federal level to discern its origins and how it was promoted, with the aim of finding ways to defeat such legislation. Additionally, the Department was to educate the public on the worth of Catholic schools in American life. A final aim in the early years was to urge the creation of state associations of Catholic education with the goal of fostering public school education. Such goals were reflective of the general animosity among the majority population toward Catholics schools, though the hierarchy's attitude toward a Bureau that would spearhead a more organized approach to the 1.7 million students in the nation's 5,800 Catholic schools was mixed. The original divisions of the Education Department were Statistics and Information, Teachers' Registration (renamed Placement in 1940), Health Education, Research in Catholic Education, and the Library. An Inter-American Collaboration section was added to the Department in 1941. Its earliest years saw the Bureau completing the first statistical study of the Catholic educational system in the U.S., published as the Directory of Catholic Colleges and Schools; the establishment of a successful teacher registration section to assist in employment matters, and issuing literature on a range of topics, such as Catholic students in secular colleges, teacher certification, and federal education legislation. Legislative issues were central in the early years, as various measures threatened to close down parochial schools in a number of states. Nationally, the Smith-Towner bill to create a Department of Education was viewed as a threat in the 1920s. Locally, a variety of efforts in a number of states were made to compel youth to attend public schools for primary education, a move that would in effect destroy the parochial schools. Fearing action against their schools on a national level, the Bureau sought to limit the federal role in education. To ensure the future of the parochial school system in the U.S., the Bureau successfully assisted Catholics in states like Oregon, where local nativists sought to abolish the state's parochial schools. From its beginnings, the Bureau/Department of Education also promoted both Catholic Colleges and Catholic clubs at secular universities-a policy which would serve to extend Catholic thought to the thousands of students attending non-Catholic Institutions. Later, the Department would continue to focus on the question of Catholics in secular schools, as well as how to impart a Catholic education in Catholic colleges. During the 1930s the Department continued to monitor legislative developments that would impact Catholic schools, collect enrollment statistics in primary and secondary schools, and continue its teacher registration program. The 1940s and 50s saw attention to wartime training and education of returning veterans, increasing enrollments, an increasingly international focus, both in educational programs for overseas students and in curricular developments, and a renewed attention to religion in public schools. 1953 saw the Department engaging in a re-examination of its definition of the scope of its activities, after which it appears that several of its activities would shift to the NCEA or devolve to the diocesan level. By the 1960s the Department concerned itself largely with statistics gathering and educational legislation. When the NCWC was reorganized in 1966, the Education Department was changed as well, with the directorship of the Department formally separating from that of the NCEA. The Department saw the creation of divisions of Adult Education, Elementary and Secondary Education, Higher Education, Religious Education, Research and Development. In addition, a Youth Activities division was transferred to the Education Department from the now defunct Youth Department. Scope and Contents The first series is Correspondence and Subject Files, 1919-1970, in boxes 1-55, and divided into four sub-series. The first sub-series has General Subject Files, 1919-1970, in boxes 1-45, and is in alphabetical order. There is a list of folder titles per box, without individual folder titles included as of yet. This sub-series is perhaps the richest in the collection with several notable topics highlighted. Among these are several folders in box 3 on the American Youth Commission, founded in 1935 to manage dislocated youth during the Depression, especially how to coordinate schooling with business and industry. There is much material in box 9 on civics and citizenship, with a variety of publications on teaching civics in parochial schools as well as a thick file called 'Civics Clubs' with a wealth of information on the Commission on American Citizenship's Civics Clubs program. Correspondence consists of letters from George Pflaum to Superintendents of dioceses promoting the clubs and use of Young Catholic Messenger publication as guide to Club activities. In box 10 there is material on ecumenical and intergroup relations activities in education and correspondence related to Catholic college involvement in a Hungarian student exchange program. There are Federal aid and education files in boxes 14-15 that include talking points for advocating Federal funds for Catholic schools, speeches by Catholics and non-Catholics both for and against public funding for Catholic schools, and Congressional testimony by Education Department figures. There are files on the National Conference of Christians and Jews in boxes 24-25 that have correspondence, meeting minutes, pamphlets and other materials on Catholic involvement with this group. In box 27 there are several folders on the National Education Association offering insights into how Catholic education was viewed in contrast with public education as well as positions on subjects such as textbook publishing, science education, and social welfare. There are several files in box 40 on Charles Tobin, the director of the New York State Catholic Conference and lawyer representing the state's bishops, and others on UNESCO, the human-rights oriented United Nations educational organization. The second sub-series is the American Council on Education Files, 1930-1953, in boxes 46-48, and includes General and Committee files, 1930-1953; Subject files, 1945-1950; and the Commission on the Occupied Areas files, 1949-1950. The third has Directors' Personal Files, 1928-1966, in boxes 49-51, and includes the files of George Johnson, 1928-1944; Frederick G. Hochwalt, 1946-1966; and Frederick McManus, 1941-1958. Johnson's files have copies of addresses, articles, and correspondence. Hochwalt's contain speeches and articles, but are also mixed with materials related to work he did with the U.S. Department of Education on his trips abroad, especially to Germany, where he was involved in postwar education activities as part of the reconstruction effort, his work with UNESCO, and other organizations. The McManus files contain copies of various speeches and articles along with some personal correspondence. The speeches and articles of the personal papers, in particular, offer insight into themes and trends in Catholic education. The final sub-series consists of Survey Files, 1940-1959, in boxes 52-55, and includes the Bus Transportation files, 1946-1959, in boxes 52-53; Catholic Colleges and Schools files, 1947-1950, in boxes 53-54; and Miscellaneous files, 1940-1958 in box 55. The second series is Elementary and Secondary Education Division Files, 1921-1974, in boxes 56-66, divided into three sub-series. The first sub-series is Chronological Files, 1967-1974, boxes 56-57, further subdivided into General, 1967-1974, and Governmental Programs, 1968-1974. The Coordinators of Governmental Programs during this time were Edward R. D'Alessio, July 1, 1967-September 30, 1970; Frank J. Monahan, January 1971-December 1972; and Richard E. Duffy, Dec 4, 1972 and later. The second sub-series is General files, A-Z, 1921-1964, in boxes 57-65. The final sub-series is Federal Aid to Education, 1940-1963, in boxes 65-66, and includes a variety of documents, including writings, instructional outlines, and news releases. The third series is Higher Education Files, 1950-1974, in boxes 67-80, divided into three sub-series. The first sub-series is General Subject Files, A-Z, 1959-1974, in boxes 67-73. Of particular note is information pertaining to Chaplains Training Schools, Diocesan Directors organizations and meetings, National Student Advisory Board members, and State Catholic Conferences. The second sub-series is the National Newman Chaplain's Association, 1950-1968, in box 73. The last sub-series is National Newman Foundation, 1961-1972, in boxes 74-80. There is significance information here pertaining to trustees of and donors to the foundation. The fourth series is the Youth Activities Files, 1958-1973, in boxes 81-86. This material, which included committees, conventions, and miscellaneous, is organized alphabetically and is a continuation of the former USCCB Youth Department records. The fifth series is International Files, 1945-1963, in boxes 87-118, and divided into three sub-series. The first sub-series is Foreign Visitor's Office Files, 1952-1963, in boxes 87-98, and includes Chronological Files, 1954-1959; General Subject Files, 1952-1963; College and Student Printouts, 1958-1963; and Reports of the U.S. Department of Labor, 1959-1961. The second sub-series is UNESCO Files, 1943-1956, in boxes 98-112, consisting of General Subject Files, 1943-1956; National Commission Files, 1946-1955; and Publications, 1946-1949. The last sub-series is Exchange Program Files, 1946-1960, in boxes 113-118, with three further sub-divisions.
