This includes their proactive political lobbying activities regarding the topics of taxation, migration, refugees in addition to their general administration files. 010 English Historical Note The Office of Government Relations (OGR) of the United States Conference of Catholic Bishops (USCCB) represents the USCCB with the United States Congress on public policy issues. OGR coordinates USCCB legislative activities to influence Congress on specific issues including Catholic Education, Communications, Domestic Social Development, International Justice and Peace, Marriage and Family, Migration and Refugees, Pro-Life, and Religious Liberty. OGR was created in 1966 when it was separated from the Bishops' Conference Legal Department. Originally known as the Department of Laws and Legislation, the Legal Department had been established in 1919 as one of the five founding departments of the National Catholic Welfare Council (NCWC, later USCCB). The name was changed to Legal Department in 1926. This department worked in the following areas: To maintain a record of proposed and enacted federal legislation; to exchange legal and legislative information with and to advise the departments and committees of the NCWC/USCCB and interested organizations and individuals. To confer and exchange judicial, legal, legislative, and administrative information with state Catholic conferences, diocesan attorneys, and other national, regional, and local Catholic entities and organizations. To serve the dioceses and Catholic agencies by means of extensive legal research, advice regarding specific legal issues, and study of government regulations. It represented the NCWC/USCCB in litigation and published scholarly works and conducted public speaking on issues of law and policy affecting the Roman Catholic Church. In the twenty-first century, the USCCB monitors federal legislation relating to elementary and secondary education, supporting policies recognizing parental rights. It also advocates for legislation to aid parents in defraying costs of choosing schooling, including education in Catholic schools and to ensure all students have an equitable share in federal benefits and services. For communications, the USCCB supports a religious presence in mass communications, preserving public access to information and the right to freedom of speech. The USCCB also opposes pornography and media violence, with emphasis on protecting children, providing Catholic educational programming, and promoting diversity in ownership of communications outlets. The USCCB promotes human life and dignity, with special concern for the unborn, disabled, or terminally ill. The USCCB also seeks to eliminate legalized abortion through a constitutional amendment and opposes legalization of assisted suicide or euthanasia. The USCCB supports marriage defined as a union of one man and one woman, opposing efforts to make any other personal relationship the equivalent of marriage in law, regulation, or any other public policy. It seeks to reinforce respect for the family and to uphold the rights and responsibilities of mothers and fathers to care for their children. The USCCB is also interested in legislation and policies impacting religious liberty. In particular, it supports legislation preventing government intrusion into religious doctrine or worship as well as legislation facilitating collaboration between public and religious entities. The USCCB monitors legislation and policies dealing with the regulation of tax-exempt entities, supporting efforts to protect and promote incentives for charitable giving and public assistance to programs carried out by nonprofit church-related entities. The USCCB promotes Catholic social teaching in the public policy arena. They advocate for the poor and vulnerable on a range of legislative matters to promote family friendly policies, access to health care, preservation of rural life, and reformation of welfare policies. The USCCB also advocates on issues of international justice and world peace, supporting human rights and religious freedom globally and encouraging peace and disarmament. The USCCB supports debt relief for poor nations and just trade policies. Additionally, they support efforts to alleviate human suffering through morally appropriate health programs and the eradication of land mines and other indiscriminate weapons. The USCCB works with partner organization Catholic Relief Services to advocate on behalf of morally sound foreign policies to protect the life and dignity of poor and vulnerable persons throughout the world. The USCCB works to ensure that persons fleeing persecution have special standing and that family reunification remains the just basis for immigration policy. The USCCB supports legislation that would make comprehensive reforms in the nation's immigration laws, including increased opportunities for immigrants to legally enter or remain in the United States and an opportunity for undocumented immigrants who are in the United States to legalize their status. The USCCB also works to protect particularly vulnerable migrants, such as trafficking victims and unaccompanied alien minors. Scope and Contents The first series is the alphabetical General Subject Files, 1953-2006, in boxes 1-16. These files mostly consist of a broad range of topics of interest for the American bishops to lobby the United States Congress. Included are matters related to: Communications, especially the deregulation of radio and television violence. Education, with much on child nutrition and school prayer. Politics, related to party platforms and Catholic politicians. Selective Service, with a focus on registration and conscientious objection. Social Security, in particular the status of priests and religious brothers and sisters as well as more general reforms and revisions. Interaction with other sisters offices of the Bishops' Conference such as the General Counsel and International Justice and Peace. The second series is Taxation Files, 1953-1999, in boxes 17-25. These files range in focus from issues of charitable deduction, estate taxes, and legislative lobbying to the status of tax exempt organization and especially matters related to overall and ongoing tax reform. The third series is Migration and Refugee Files, 1984-2001, in boxes 25-31. The material herein covers general issues of legislation and detention to more specific items related to VISAs for religious workers and the 1990s crisis in Haiti.
