They include correspondence, minutes, reports, publications, membership and financial records. 10 English Historical Note The Administrative Board of the National Catholic Welfare Conference (NCWC) began tentative steps in 1934 that resulted in February 1937 with the creation of a Catholic Youth Bureau with a Priest Director under the NCWC Executive Department. It was elevated to department status in November 1940. Vincent Mooney, CSC, was the first director followed by Charles E. Bermingham, 1945-1948, and Joseph Schieder, 1948-1961. The Youth Department served as a clearinghouse of information and as a liaison with national Catholic youth groups such as the National Council of Catholic Youth, the National Federation of Catholic College Students (NFCCS), and the National Newman Club Federation. The National Council of Catholic Youth had a diocesan section that became known as the National Catholic Youth Organization Federation (CYO). The National Newman Club Federation, later to become the primary part of the National Newman Apostolate, and the NFCCS formed the college and university section of the Youth Department. The NFCCS had been founded in 1937 as a counter to campus communist clubs while the first Newman Club had been founded in 1883. However, the Federation of College Catholic Clubs, founded in 1915, was renamed the National Newman Club Federation in 1938. Other Catholic youth groups, such as the National Catholic Camping Association, joined the Youth Department later. The Youth Department emphasized many activities such as the religious care of campus trainees and reaching out to rural Catholic youth as well as general cooperation with the Boy and Girl Scouts organizations. There were also efforts to send students to Europe to combat against Communist influence in the International Youth Federation. Many programs and affiliates were founded: International Bureau of Catholic Youth (1950), the National Catholic Camping Association (1951), National Catholic Youth Week (1951), the National Federation of Diocesan Youth Councils (1951), Communion Crusade (1955), College and University Relief Administration (1955) , Youth Government Day (1956), National Youth Adoration Day (1957), International High School Student Program (1959), and the National Newman Foundation Youth Leadership Training Course (1960). There were also a number of publications created and re-structured over the years. Newsnotes began in 1948 followed in 1950 with Program Service and Student News Service. In 1952 Vision magazine first published, replacing Newsnotes, though in 1953 Vision ceased publication and was replaced by Youth Newsnotes. Trailsigns first published in 1952, Councilman in 1954, and Newman magazine in 1957. The American Journal of Catholic Youth Work and National Newman News both debuted in 1960 and 1963 saw the discontinuation of Trailsigns as a magazine with Trailsigns Newsletter replacing it. With the reforming impact of the Vatican II Council and the reorganization of the NCWC in 1966 there was increasing emphasis on ecumenical cooperation. As a result in 1968 the Youth Department was downgraded to a division, known as Youth Activities, and placed under the Department of Christian Formation (the once and future Education Department), the Newman Apostolate was transferred to new Division of Higher Education, and the NFCCS dissolved. Scope and Contents The first series, National Newman Apostolate records, 1929-1967, in boxes 1-28, is further sub-divided into three sub-series. The first is National Newman Club Federation records, 1929-1967, in boxes 1-17. This includes minutes, reports, correspondence, financial records, mailing lists, and publications of the national office, national committees, and province chairmen. This first sub-series also include 6 files of NCF staffer Lucille McMahon received in 1988 from her family. The second sub-series is National Newman Chaplains Association records, 1952-1965, in boxes 18-23, and consisting of general correspondence and alphabetical subject files. The third sub-series is John Henry Cardinal Newman Honor Society records, 1934-1965, in boxes 24-28. These include alphabetical correspondence and subject files, membership applications, and financial records. Files of the National Newman Foundation, 1959-1971, are located within the records of the United States Catholic Conference (USCC) Education Department. The second series is National Federation of Catholic College Students (NFCCS) records, 1941-1968, in boxes 29-35, and divided into three sub-series. The first has National Congress minutes and related material, 1943-1968, in boxes 29-32. The second has alphabetical Subject Files, 1953-1968, in boxes 33-34. The third has Publications and Printed Material, 1941-1968, in boxes 35. For additional NFCCS related material see the records of the USCCB Education Department. The third series is National Council of Catholic Youth-Diocesan Section/National Catholic Youth Organizations Federation Records, 1933(1940-1968)1974, in boxes 36-55, and divided into five sub-series. The first is Diocesan Affiliation Files, 1954-1962, filed alphabetically, in boxes 36-37. The second is General Subject Files, 1955-1963, filed alphabetically, in boxes 38-41. The third is Convention Records, 1949-1967, in boxes 42-47. These include printed proceedings, scrapbooks, photographs, reel to reel tapes, and audio tapes. The fourth is Youth Week, Adoration, and Government Day Files, 1953-1962, in boxes 48-52. These have general subject files and scrapbooks. The fifth and last sub-series is Publications, 1941-1975, in boxes 52-55, with titles such as News Notes, Diocesan Directors Bulletin, Vision, and the American Journal of Catholic Youth Work. The fourth series is National Catholic Camping Association records, 1950-1963, in boxes 56-59, and dived into four sub-series. The first is Subject Files, 1950-1962, filed alphabetically, in boxes 56-57. The second is a financial accounts journal, 1953-1957, in box 57. The third is Convention-Hotel Accommodation Files, 1958-1963, in boxes 58-59. The fourth and last sub-series is the publication Trail Signs, 1961-1962, in box 59. The fifth and last series is International High School Student Program Files, 1950-1966, in boxes 60-84, and divided into two sub-series. The first has case files, 1959-1966, in boxes 59-84. These are confidential files, with restricted access, organized first by country and thereunder by surname of the students. The second is miscellaneous material, 1959-1965, in box 84. In order to speed the pace of processing, and thus access, most of the original folders have been retained, though they may be replaced with archival preservation quality folders in the future as time and budget permit. In some cases the 'folder' listed is actually a binder or envelope, and efforts have been made to list this fact to avoid any confusion.
