He sued the federal government over the lack of public participation in the Prince Edward Island Development Plan, upset the Island's bishop after probing into the diocesan accounts and finding very little money going to the poor, and lobbied Catholic bishops and the Vatican over the attitude of the Church towards usury, which Carota claimed was prohibited by doctrine. He also helped to establish and strengthen Christian co-operatives in Latin America and to initiate a zero-interest credit union in Mexico.
