Background Charles Phillips was born in New Richmond, Wisconsin, in November of 1880. He earned an M.A. from St. Mary's College in California. He served as editor of the Northwestern Chronicle in St. Paul, Minnesota, of the Monitor in San Francisco, and of the New Century in Washington D.C.. He served with the American Red Cross Committee to Poland, 1919-1922, and on the special committee of the National Catholic Welfare Council to Mexico in 1925.
